/> ภารกิจการดำเนินงาน <br /> <br /> ส.ป.ก.กำหนดภารกิจการดำเนินงานปฏิรูปที่ดินเพื่อเกษตรกรรมไว้ 3 ประการ ดังนี้ <br /> <br /> <span style="COLOR: #4b0082; FONT-SIZE: 14pt">งานจัดที่ดิน <br /> </span>เป็นการสนับสนุนให้เกษตรกรได้เป็นเจ้าของที่ดินภายใต้กฏหมายการปฏิรูปที่ดินเพื่อเกษตรกรรม โดยดำเนินการในที่ดิน 2 ประเภท ได้แก่ ที่ดินของรัฐ และที่ดินเอกชน <br /> <br /> <span style="COLOR: #4b0082; FONT-SIZE: 14pt">ที่ดินของรัฐ <br /> </span>ส.ป.ก. จะทำการสำรวจรังวัด และสอบสวนสิทธิในที่ดิน เจรจากระจายสิทธิ ลดเนื้อที่และแบ่งแยกที่ดิน (กรณีมีที่ดินกินสิทธิตามกฎหมาย) เพื่อนำมาจัดให้เกษตรกรเช่าหรือเช่าซื้อ หรือเข้าทำประโยชน์ตามที่เกษตรกรได้ยื่นคำร้องไว้ ซึ่งเกษตรกรจะได้รับสิทธิตามกฎหมายปฏิรูปที่ดิน ได้รับหนังสือรับมอบที่ดิน (ส.ป.ก.4-28) และหนังสืออนุญาตเข้าทำประโยชน์ในเขตปฏิรูปที่ดิน (ส.ป.ก.4-01) และมีโอกาสเป็นเจ้าของที่ดินต่อไป โดยที่ดินของรัฐ ได้แก่ ป่าสงวนแห่งชาติที่เสื่อมสภาพ ที่จำแนกเป็นที่จัดสรรตามมติคณะรัฐมนตรี ที่สาธารณประโยชน์ที่ราษฎรเลิกใช้ร่วมกัน ที่สาธารณสมบัติแผ่นดิน และที่รกร้างว่างเปล่าที่อยู่นอกเขตป่าไม้ถาวร</div><div>&nbsp;</div><div><span style="COLOR: #4b0082"><span style="FONT-SIZE: 14pt">ที่ดินเอกชน</span> </span><br /> ส.ป.ก.จะนำที่ดินที่จัดซื้อหรือเวนคืนมาจัดสรรแก่เกษตรกรผู้เช่า หรือผู้ไร้ที่ทำกิน หรือผู้มีที่ดินเล็กน้อยไม่เพียงพอแก่การครองชีพที่ได้ขึ้นทะเบียนไว้ ซึ่งเกษตรกรจะต้องเช่า หรือเช่าซื้อจาก ส.ป.ก. และมีโอกาสเป็นเจ้าของที่ดินต่อไป โดย ส.ป.ก. จะจัดซื้อ หรือเวนคืนที่ดินจากเจ้าของที่ดินที่มีที่ดินเกินกว่าพระราชบัญญัติการปฏิรูปที่ดินเพื่อเกษตกรรมกำหนด <br /> </div><div><span style="COLOR: #4b0082; FONT-SIZE: 14pt">งานพัฒนา </span><br /> ดำเนินงานในส่วนที่ไม่ซ้ำซ้อนกับหน่วยงานอื่นๆ ในกระทรวงเกษตรและสหกรณ์ โดยให้การสนับสนุนเกี่ยวกับการก่อสร้างปรับปรุง ซ่อมแซมเส้นทางคมนาคมและแหล่งน้ำ เพื่อยกระดับสภาพความเป็นอยู่ตามความจำเป็น และเพิ่มประสิทธิภาพการใช้น้ำเพื่อการอุปโภคบริโภค และการเกษตร <br /> </div><div><span style="COLOR: #4b0082">งานเพิ่มรายได้</span> <br /> เป็นการดำเนินงานปรับปรุง เปลี่ยนแปลงระบบการผลิตและโครงสร้างทางการเกษตร จัดตั้งสหกรณ์การเกษตรปฏิรูปที่ดิน จัดหาสินเชื่อและปัจจัยการผลิต พัฒนาและส่งเสริมอาชีพด้านการเกษตรและนอกการเกษตร การให้เกษตรกรมีส่วนร่วมในการรักษาดูแลทรัพยากรธรรมชาติ และอื่นๆ ให้เป็นไปตามระเบียบ และมติของ คปก. ส่งเสริมให้มีการอนุรักษ์ทรัพยากรธรรมชาติและสิ่งแวดล้อม ทั้งในที่ดินสาธารณะ ที่ดินชุมชน และที่ดินที่จัดให้เกษตรกร โดย ส.ป.ก.จะประสานงานกับหน่วยงานที่เกี่ยวข้อง เพื่อให้เกษตกรมีคุณภาพชีวิตที่ดีขึ้น ตามสภาพของท้องที่นั้นๆ สอดคล้องกับความต้องการของเกษตรกร <br /> <br /> <span style="COLOR: #4b0082; FONT-SIZE: 14pt">อำนาจหน้าที่ </span><br /> <br /> สำนักงานปฎิรูปทีดินเพื่อเกษตรกรรม (ส.ป.ก.) มีหน้าที่และความรับผิดชอบ ดังนี้ <br /> <br /> 1.ดำเนินการตามกฏหมายว่าด้วยการปฏิรูปที่ดินเพื่อเกษตรกรรมและกฎหมายอื่นที่เกี่ยวข้อง <br /> <br /> 2.ดำเนินการจัดหาทีดินเอกชน และที่ดินของรัฐ มาดำเนินการปฎิรูปที่ดิน ตลอดจนถึงการจัดที่อยู่อาศัยจัดที่ดินให้เกษตรกรทำประโยชน์ เช่า เช่าซื้อ การให้กรรมสิทธิ์และการใช้ประโยชน์ที่ดิน ประสานงานส่งเสริมการเกษตร รวมทั้งการศึกษา ค้นคว้า วิจัยและ พัฒนาองค์ความรู้ด้านการปฎิรูปที่ดินและวิชาการด้านอื่นที่เกี่ยวข้อง <br /> <br /> 3.ดำเนินการพัฒนาโครงสร้างพื้นฐาน จำแนกการใช้ประโยชน์พัฒนาประสิทธิภาพการบริหารจัดการทรัพยากร ฟื้นฟูสภาพแวดล้อม และรักษาพื้นที่เกษตรกรรม <br /> <br /> 4.บริหารกองทุนการปฎิรูปที่ดินเพื่อเกษตรกรรม เพื่อเป็นทุนหมุนเวียนและค่าใช้จ่ายเพื่อการปฏิรูปที่ดินการบริหารจัดการที่ดินของรัฐ การให้กู้ยืมเงินสำหรับการพัฒนาอาชีพ 2522 ประกาศในราชกิจจานุเบกษา ฉบับพิเศษเล่ม 104 ตอนที่ 156 ลงวันที่ 12 สิงหาคม 2530 กำหนดเขตอำเภอหนองจิก จังหวัดปัตตานีให้เป็นเขตปฏิรูปที่ดิน โดย ส.ป.ก. ได้รับมอบที่ดินบริจาคที่ดินโดยเสด็จพระราชกุศล
